Unique Trait: Comeback Kid
During peacetime, Gold and Production modifiers increase city growth equal to half their value. Cities with at least half the Population size of the Capital provide +1 Delegate to the World Congress.

Unique Unit: Black Hawk
The UH-60 Black Hawk is the unique Helicopter Gunship replacement for Bill Clinton's America. This unit fights 25% more effectively outside your borders, making it ideal to accompany your main forces on foreign campaigns. During peacetime, Black Hawks cost no maintenance, allowing you to preserve them without cost to your economy.

Unique Building: Arcade
The unique Arcade replaces the Stadium for America under Bill Clinton. Unlike the Stadium, the Arcade does not increase a city's Happiness by default. Instead, it increases the city's Local Happiness by +1 for every 25% Gold and Production boosts the city is receiving. Construct buildings such as Banks and Factories to utilize the Arcade's potential for providing more Happiness than the Stadium normally could.
