A comprehensive list on what each follow up does. You start the game with Lv1 Followups, while progressing the game changes their properties. Feel free to add info in comments.

Here are the timings when the Follow-up skills level up.

Progressed to the point where Omori has to overcome his fear of Spiders
Lv3
Progressed to the point where Omori has to overcome his fear of Water
Omori
  • Attack Again
    ★★☆☆☆
    Lv1
    Omori will do an additional Attack.
    Lv2
    Deals high Damage.
    Lv3
    Omori will Attack 2 Additional times instead
    Not really worth spending Energy on considering the other options. It's definitely not bad if you have nothing else to do, and may priorities using it in rare occasions when Omori alone in able to use Follow-ups because the other characters need to use Skills.

  • Trip
    ★★★☆☆
    Lv1
    Reduces target's speed.
    Lv2
    Also make the target SAD.
    Lv3
    The attack actually does damage.
    Decent if you want to focus your party being ANGRY, but not really useful alone. Also, Omori has better ways of making a Foe SAD. Only consider using this when Omori is already Tier 2-3 Emotion, and you do not have any means of dealing SAD to the Foes without overwriting it (i.e. you only have Painful Truth available).

  • Release Energy
    ★★★☆☆
    Lv-
    Deals massive Damage to all Foes.
    Great early game, good later in the game when bosses come with extra Foes. It seems to do static damage depending on story progress. While strong, usually not worth the points though, considering you can use 3 follow-ups instead of this.

  • Look at Omori
    ★★★★☆
    Lv1
    Aubrey looks at Omori and deals an additional Attack.
    Lv2
    Deals very high Damage.
    Lv3
    The extra attack will ignore Defense.
    Decent early game, amazing late game. Your go-to attack when you just want to do extra damage, or not going for ANGRY emotion (because in that case, you will usually use all her turns doing Headbutts). Also very cute how she slowly recognizes she likes Omori while Omori is oblivious to it.

  • Look at Kel
    ★★★★☆
    Lv1
    Aubrey looks at Kel and gets ANGRY.
    Lv2
    Adds a Attack buff to both Aubrey and Kel while also making Kel ANGRY as well.
    Lv3
    Will make both Aubrey and Kel ENRAGED instead.
    Pretty bad early game, but once you get the buff effect it is amazing. Crucial if you want to Headbutt.

  • Look at Hero
    ★★☆☆☆
    Lv1
    Hero encourages Aubrey, making her HAPPY, increasing her Defense.
    Lv2
    Also heals Aubrey for 25% Heart.
    Lv3
    Instead makes Aubrey ECSTATIC, increases Defense, recovers 75% Heart and 50% Juice.
    While it looks great on paper, considering you will probably have Team Spirit to make 2 people HAPPY at the same time, usually not worth it. When the skill reaches Lvl3 it is good for recovering Heart and Juice, if needed.
Kel
  • Pass to Omori
    ★☆☆☆☆
    Lv1
    Passes the ball to Omori, dealing 1 Damage to Omori and making him SAD.
    Lv2
    Instead, Omori do an additional Attack while making Omori HAPPY.
    Lv3
    Deals high Damage while also making Omori ECSTATIC instead.
    You usually don't want Omori HAPPY, you want him SAD for the Stab skill, or ANGRY for raw damage. There are better Follow-ups than this. The only time you will probably find a use for this is if the boss you are fighting is locked to be ANGRY.

  • Pass to Aubrey
    ★★☆☆☆
    Lv1
    Passes the ball to Aubrey, making her do an additonal Attack with high Damage to a random Foe.
    Lv2
    Deals very high Damage.
    Lv3
    Deals even more Damage.
    You don't want a random target and damage is better if you let Aubrey just do her "Look at Omori" Follow-up after Lv2 is reached instead anyway. I think this is because damage is based on the original character's stat, and Aubrey usually has a higher damage stat than Kel. However, all things considered this skill is still pretty decent because the damage difference between "Look at Omori" should be around 10-15%, provided nobody is falling behind in levels.
    However, once you get the "Chicken Ball" Weapon for Kel, using anything but "Run 'n Gun" becomes a huge waste of potential damage, making the late game potential of this skill obsolete. As an example, Lvl 50 Aubrey with "Sweetheart Bust" or "Cool Noodle" has 130/125 ATK respectively, while Kel with "Chicken Ball" has 330 SPD.

    Lv1
    Passes the ball to Hero, doing Damage to all Foes.
    Lv2
    Deals high Damage.
    Lv3
    Deals very high damage as well as reducing all Foes' Attack.
    God tier Follow-up. Will be useful from the start of the game all the way to the end. If there are 2+ targets, and you aren't in a rush to get emotional effects, use this. Once it reaches Lv3, using it for the debuff alone against a single Foe is worth it. This also allows you to potentially remove Rebound from your skills, freeing up a slot.
Hero
  • Call to Omori
    ★★★★☆
    Lv1
    Restores Omori's Heart for 15% and Omori does an additional Attack.
    Lv2
    Restores 25% Heart instead, and adds the effect of restoring 10% Juice.
    Lv3
    Heals 40% Heart and 20% Juice instead.
    Pretty decent, not much heal but better than nothing. Use this against weak enemies to save up on healing since you always start with 3 Energy charges for every battle. The reason this is better compared to the others is because Omori has a passive effect to withstand any damage if he has if he has more than 1 Heart, making any form of extra healing once he reaches 1 Heart great.

  • Call to Aubrey
    ★★★☆☆
    Lv1
    Restores Aubrey's Heart for 15% and Aubery does an additional Attack.
    Lv2
    Restores 25% Heart instead, and adds the effect of restoring 10% Juice.
    Lv3
    Heals 40% Heart and 20% Juice instead.
    Same but not as good because Aubrey does not have Omori's passive.

  • Call to Kel
    ★★★☆☆
    Lv1
    Restores Kel's Heart for 15% and Kel does an additional Attack.
    Lv2
    Restores 25% Heart instead, and adds the effect of restoring 10% Juice.
    Lv3
    Heals 40% Heart and 20% Juice instead.
    Same but not as good because Kel does not have Omori's passive.

Level 2 shows up after space boyfriend, and level 3 shows up after Sweetheart, but yes, the Fear Of Spiders and Deep Water are good ways to note when you'll be getting those tiers in the story.

Kel(Extended):
Pass to Hero: 4 stars, ty very much. It's a great "No u" to the Atk stat of enemies, and it also uses Aubrey's atk stat! (Follow up attacks with others like Pass To Aubrey for example are (AubAtk x[multiplier] + KelAtk x[same multiplier] = damage - Defense = dmg output) and it works the same for Hero's follow up from Kel, SAME FORUMLA. Weaker multiplier but whatever its AOE and it lowers atk)

Hero follow-ups: I don't get ur logic but whatevs

Nonetheless the point must be made: Angry>Sad means that the Sad Def and Juice dmg effectively negate the atk and Super Effective dmg of Angry, making it SLIGHTLY more useful than Angry>Neutral. Why even make them Sad at that point
In Happy>Angry, Happy SHREDS Angry's low Def, IS super effective, CAN CRIT, (Can miss, sure, so put Seer Goggles on Omori who will be using Hack Away anyways, WHICH HAS A CHANCE TO MISS INNATELY BTW),AND ANGY'S DAMAGE IS BASICALLY NEUTRAL.

Look To Kel: 2 stars not four outta my face. Again, I'll GET to that. tl;dr, Angry>Sad strats are the worst choice.
Look To Hero: Why are you massacring my boy this move is really good... Also Team Spirit means it can't be used on enemies just use Pep Talk

Kel: Why is your Kel level 50 sheesh
Pass To Omri: SHEEPLE WAKE UP STAB SUCKS STOP BEING A SIMP. (Crits are 1.5x multiplier, Stab is 2xAtk, it's 3x damage that ignores Defense when Sad. You can literally replace it with Shun and effectively do THE EXACT SAME THING. Except Shun is ALSO able to crit. 4.5x damage) Kel at level 21 with the Rubber Ball has 32 attack. THE MOON VERSION OF DONKEY KONG (The fight underwater) HAS 32 DEFENSE (The first time you fight him). It's literally (2xAtk - Defense) For a regular attack. STOP SIMPING FOR STAB. this attack is 5 stars.

FIRST OFF! True Omori nerd here. Gonna correct you a bit
Attack again (Omori): Okay early game, GREAT late game. Can't say Amazing, it's not Look To Omori or anything, but when it does 3 attacks that's literally Beatdown but for Omori and via using Energy.
Trip: That is not better than Attack Again out of my face. Sure, if you're going for Angry>Sad strats, it might be okay, but ohhhhh, imma get to why THAT is a problem. I'll try not to correct everything since you should be right about Hero
Release Energy: ALWAYS USE IT ONCE IN TOUGH BOSSES. Why? Well, let's say you're on a certain tanky nursery rhyme spitting boss. You use it once, now you have 1.25x the stats. It has a hidden stat buff that only works once per battle. It's supposed to also double Clams and EXP gotten from battle but that feature is bugged sooo
