I compared all files. Everything looks fine to me.
A new parliamentary group has appeared and a few translations.
I have taken these over into your files and everything works fine.
I don't understand why BlocksConfig_Eden.ecf works. I created the similar file. Empyrion ignores this file.
My custom content in BlocksConfig.ecf works

does something have to be changed for emp version 1.4?
according to the patch notes you can now do without fixed ids
