I was surprised that i did not get this achievement after a full play-through of the game. I started a 2nd play-through and got the achievement right away.

A great location to get this achievement is at the sea port.


There are a ton of port workers you can easily pick fights with


Just shove them and start swinging. They are pretty easy to take down. Your wanted level will go up, but cops will never show up at the port.
