HP restoring items restore relatively less than SP restoring items on average. They restore between 130 HP and 950 HP. There are only four different HP consumables that give you more than 733 HP. None of those include Bread as an ingredient and all are rather more complicated to make. I'll address those later. But for now, Bread:

Highest HP restoring: Choco Pie Box with 733 HP restored. You make this by first making a Choco Pie by adding Chocolate to your Bread, then putting it in a Box. Note that this doubles the quantity compared to Bread when you craft the Choco Pie into the Choco Pie Box giving you a total of four using the two base Bread. This is a really good option, being tied for the fifth best healing consumable. It's also a little harder to make though, because you need an equal amount of Chocolate to bread, and Chocolate and Box aren't located in the same areas and aren't particularly common. This will really only be an option if you happen to pass through Dock/Chapel and Uptown, or Avenue and Pond.

Runner up: Mocha Bread with 700 HP restored. Combine your Bread with Coffee Liqueur, which is made from Coffee and Alcohol. This is also slightly harder to make, but worth it when you can. This also doubles the quantity as compared to Bread, so using your base Bread gives you four. Coffee Liqueur is also double it's ingredients so you'll only need one Coffee and one Alcohol to use all your base Bread. Given the locations, this is mainly an option if you pass through Factory and Dock or Factory/Hospital and Cemetery.

Highest regen, but still easy to make: Hamburger with 600 HP restored. Just combine your Bread with Meat from any animal. The downside to Hamburger is that one Bread and one Meat combine to make one Hamburger. So if you craft this, you'll have a couple fairly high regen items, but not a high quantity unless you get more Bread from Dock, Chapel, or School.

Highest regen, easy to make, and higher quantities: Garlic Bread with 500 HP restored. Just add Garlic to your Bread and get two Garlic Bread. Garlic is found at Alley, Temple, and Cemetery so if you pass through any of them, its a good option.

With Water, you 100% want to boil it using a Lighter, which can be found in Dock, Alley, Factory, School or by hunting Wild Dog. Boiling your Water triples it, increases restored SP (to 450 SP restored) and it is used in extremely high SP restoring items, as well as several decent HP restoring options. This is absolutely worth going outside of your route for any build that has to worry about SP at any point. From Boiled Water add one of the following:

Honey to make Hot Honey Water, further doubling your quantity, (and Honey comes in doubles anyway, so its easier to make large amounts) and restoring 1080 SP. Honey is found in Alley, Avenue, and Forest, so if you pass through Alley you can go straight from Water to Hot Honey Water there.

Coffee to make an Americano. This doubles your quantity as well, and similarly restores 1080 SP. Coffee can be found in Dock, Uptown, and Cemetery, so you can go straight from Water to Americano in the Docks.

Ice to make Purified Water. Same as the last two. Ice is found in Hotel, Hospital, and Cemetery, making it so you are unable to find both Lighter and Ice in the same spot.

If you have extra Boiled Water, or need HP restoring items more then SP restoring items, add one of the following:

Oriental Herb to make Oriental Concoction, which doubles the quantity compared to Boiling Water and restores 600 HP. Oriental Herb can be found in Pond, Temple, and Forest.

Egg to make Boiled Egg, also doubling quantity, and restoring 600 HP. Egg can be found in Archery Range, Cemetery, and Forest.

(Not including those already discussed)

HP restoring:

First Aid Kit restores 950 HP. This can pretty much only be crafted from the hospital, since Adhesive Bandage, one of the ingredients, can only be found there. Add in Alcohol and a Bandage and you'll get the best HP restoring item in the game. It's also dropped by Wickeline, so if you kill her make sure to grab it.

Fish and Chips is also hard to make, but restores 900 HP. You'll need at least one Lighter and Oil to make Heated Oil (this process produces 3 Heated Oil and two are needed for crafting Fish and Chips). Add in a Potato and Cod to make two Fish and Chips. Basically, if you want this you'll have to run all over the map because the four different ingredients are located in different locations. Tip: Cod is obtained from fishing from the sea, not at Pond or other similar locations.

Zen Vitality restores 850 HP, and can be made if you go through Hospital and Pond. Add together Oriental Herb with Turtle Shell (both in Pond) and then combine Needle and Alcohol (both in hospital) and combine the two. Adding together Needle and Alcohol also produce the fourth best healing item, Acupuncture Needle. However, Zen Vitality doubles the quantity whereas Acupuncture Needle doesn't.

Acupuncture Needle restores 800 HP. See above for crafting.

SP restoring:

Can of Cola restores 1400 SP. Add Carbonated Water to Honey to get 3 Cola, and then add Can to make two Can of Cola per Can. This can be made in Beach and Forest, and since the quantity triples when making Cola and doubles again when making Can of Cola its not hard to accumulate a decent amount if you're in the area.

Kaoliang Liquor is the only other SP restoring item that restores 1080 SP that we haven't already covered. Just take Alcohol and add two Lighter to make three of these. Adding just one Lighter makes Baijiu, restoring 1000 SP, the next best item we haven't yet covered.. But it only makes one, whereas adding another Lighter gives you three Kaoliang Liquor. This is best made in Factory or School since both ingredients can be found in both.
