Put more simply, here's how you do it: Go into training mode playing as Velvet, turn on infinite magic, get the other player into the air somehow (automatic jumping, manually-controlled jumping, or an attack that gets them in the air), and then use Velvet's magic wind (forward D, or a direction toward the enemy plus the button for magic, which is usually the same button as the confirm button for menus).

Another way to get the other character launched (with less pain) is to command them to jump, either manually as player 2 or with the dummy action of "constantly jump". And there now exists the ability in training mode to instantly position the two characters (yourself and the bot) however you want with one command.
