Roaming Shrieker Quirk Patch

This patch changes the roaming shrieker to no longer drop quirk provisions; instead acting kind of like "The Thing" in that the shrieker will give a corvid quirk each time he is defeated. The quirks are marked singleton but no editing was done to the base quirk files. The shrieker will give copies of the corvid quirks up to 10 times, for 30 quirks total.

PLACE ABOVE ROAMING SHRIEKER FOR THIS MOD TO TAKE AFFECT!

Will not remove any provisions you already have gotten from the roaming shrieker. Will just stop him from dropping any more.
