get int. implant asap, you can get into the strip through monorail and gamble then go to the doctor all at lvl 1 running through the mountain pass and taking the ncr armor at the pass.
I used this for hardcore very hard and you don't really have to spend basically any level ups on intense training with this
i'm sure if players are interested in using heavy weapons or like to load up on lots of weapons at once its worth switching a point or two to strength or agility, but I'm sure you're aware taking luck to 10 is purely a cosmetic thing ;)
