报告翻译问题
I wont have access to the computer with the Pier saved for three days, but I will put up a fix then.
If you want to use the pier in the meantime, I managed to test another option on a laptop and found this solution.
As shown in the screenshot below, re-attach the ropes to the other side of the pier.
It took a while (15 seconds) but if you hold the lift button long enough the ramp does lift properly.

I additionally had an issue with mission spawned docks not floating. If I find a fix I will update this.
