What we going to do here?
This is a simple guide on how to change notifications location for the Steam client
This will be ignored if the game has its own settings (I believe)
The proccess
What you can do if you like is as follow:
  1. open Steam folder open skins (if it does not exist create it)
  2. Inside skins create a folder call it what you like
  3. Inside the folder create a folder call it "resource"
  4. Inside the folder create a folder call it "styles"
  5. Go back to the main Steam folder
  6. Navigate from there to resource → styles
  7. Copy "steam.styles" and "gameoverlay.styles"
  8. Go back to the styles folder you have created earlier
  9. Paste the steam.styles and gameoverlay.styles in it
  10. Open steam.styles
  11. Search for "Notifications.PanelPosition"

At this point, you can set the location to change the value that is there by default to one of the following:
"BottomLeft"
"TopLeft"
"TopRight"
"BottomRight"
Note: the line with the "[$OSX]" means that will be the effect on an Apple device so if this is just for windows you can ignore that

Repeat the last steps with "gameoverlay.styles" to set the location for the overlay/in-game

after you set that all go to Steam → Settings → Interface
And set the skin to the name of the folder you give your skin (the first folder that you created)

Should point this will affect all games, and you may need to update the steam.styles every so often if the Steam client has an update that adds stuff to that file
Closing notes
There are more options and stuff you can do using skins, but this guide is made just to apply to one single thing for your enjoyment

There is a workaround: you just have to downgrade the Steam client. There is a video on YouTube named "How To Downgrade Steam Client [June 14, 2023 UI Update]", it worked perfectly for me. The creator of the video even put the updates in the comment section for the actual versions of Steam client, like how to use the older version of a friends & chat window after September 2023 update.

Hello. So now with the June 14, 2023 Steam UI update, moving toast notifications is no longer possible? I'm currently playing Titanfall 2 , and the EA app overlay that is in front of the Steam overlay when an achievement is unlocked looks a little stupid. Is there a workaround?

Did you read:
6. Navigate from there to resource → styles
7. Copy "steam.styles" and "gameoverlay.styles"
:D:

If you did and that is unclear can you help me understand what you miss there?

mm.. was that confusing?

For anyone confused, you have to put the "styles" folder INSIDE the "resource" folder.
