User Requested for Vanilla Factions Expanded - Settlers

Simply makes it so you can have a few chemshines a day without the ill effects.

Changed the following values for those who like to know:

When drinking chemshine:
Reduced Alcohol High from .25 to .125
Reduced the amount of tolerance from .02 to .005
Reduced the amount of being Chemshined from .5 to .1
Increased the minimum tolerance to addict from .25 to .75
Reduced existing addiction severity offset from .2 to .05

Compatibility and safe to add/remove?
Must have VFE Settlers installed but it checks for you.
Uses XPATH patching and overwrites no files so safe to add and remove.

Version 1.0 - Release

Hey, don't wanna be nuisance but any chance we might get an updated version of this? I only ask because you updated Beer is Alright and Wine is Alright and wanted to know if there was some problem with this one that made you decide not update this one, too.

I did not edit/change any mechanics for the muffalos no. They aren't my favorite either.
