Basics
To create a green-space, simply wall off a section of lower ground entirely with 1-high walls or higher.

When walling off a raised area for a terraced garden, I accidentally discovered that you can have plaza paths lead into garden areas so long as you have a 1-high doorway with 2-high walls surrounding it!
Ground Level
I went down to ground level to experiment and found that the rules differ slightly when you're at the bottom z level compared to being on a raised section.

As seen below, at ground level if you have a 1-high door it wont create two separate areas, but if you extend the lowest section of wall even 1 space, it suddenly works.

Here I tried various configurations, with the results being the same. At ground level, you must have a 1-high door with 2-high walls, AND at least 1 space of extra depth on either side of the opening.
Above Ground Level
Above ground level, you only need to have a 1-high door with a 2-high wall for the effect to work. Note that using different colored walls can break the effect, so if you want to intentionally prevent the areas from separating, you can use some of the methods shown below.
Garden Paths
Paths have been added recently, and are a little tricky to generate. You need to have small gateways in the surrounding walls which are lined up in order to generate paths.

Doorways cannot be misaligned, so make sure they are in the same continuous row or no path will generate. Also, you cannot build any additional structures directly next to a path as it will cause it to despawn.
I did discover that it is possible to influence the direction of the path by adding more small garden doors via 1-high openings in 2-high walls as shown below. However an archway generated a garden wall which broke the pathway. It is possible if you garden walls are longer to have the path go through them however.
Sculptures
The intersections of path branches can generate sculptures! You must ensure that all branches of the intersection contain paths, so it may be necessary to build a nearby garden door to correctly place the pathways.

Great guide, thanks. I was experimenting with this, and found out that you can even get garden walls. Check out this example:

I've had variable luck with statue generation. I can reliably make a square courtyard and get 1-3 statues, but there is no "4 statue courtyard" for some reason, and I was hoping that they would possibly merge into a secondary formed statue. I like the 5 point statue, and while I'd worked out most of the mechanics through experimentation this has helped greatly, thank you

The mechanics – at the of the current Mac version, seem to have changed slightly, when it comes to the ground level:

At ground level I do not need a depth of two anymore to create a garden opening, it works fine with any well connected opening of depth 1.

The only place not rendering a garden is one where there is an opening in the level below which sits under the wall.
