描述
制海権を隻数ではなく、艦のコストと人的資源によって判定するようになるmodです。そのため、戦艦や空母のような高価で船員の多い船が制海権確保の要となります。逆に、潜水艦などの低コスト艦を大量生産して無理やり制海権をとることがほぼ不可能になります。

In the vanilla environment, the sea control is mainly determined by the number of ships stationed in the sea, but by using this mod, the sea control will be determined by the cost and the number of crew of warships. Therefore, the importance of the capital ship has increased, and unrealistic operations to take control of the sea with a large number of submarines are no longer possible.
