制海権を隻数ではなく、艦のコストと人的資源によって判定するようになるmodです。そのため、戦艦や空母のような高価で船員の多い船が制海権確保の要となります。逆に、潜水艦などの低コスト艦を大量生産して無理やり制海権をとることがほぼ不可能になります。
