Intellectual proper issue. Either Steam is too lazy to ask the artist for permission to include it as a background, or just isn't creative enough to start a platform business for any artist wishing to sell his art work.
Yes, this would make a perfect steam background, but I doubt Steam wouldn't know how to have the right to put up this art and still reward the artist financially in some way. Money and access. Pay wall.
