I'm not sure why it didn't work for you. Maybe you have a another molotov sound installed. But the mod works as shown in the video above. So it's the correct bitrate and everything. So it must be something on your end causing it. Sorry to say that but it works on my end and i looked through the old comments here and it seems it works for everyone else. So check your mods for l4d2 as it seems it's conflicting with another mod.
Go into game and uncheck all mods but this one as a test and see if it works.
I made this on windows and it works on windows, so i'm not really sure if it works on the steam deck or a mac os. As i don't own them.
I've followed your instructions 3 separate times, and the ringing is still there. I genuinely do not know what else could be causing it at this point.

You have to go into settings in game and enable the console.
Once enabled hit the ~ key. The one right below the esc key. (Assuming you have a qwerty keyboard)
Copy and paste this into the console.
snd_rebuildaudiocache
It will take some time depending on your pc. If after 30 minutes and the white bar is filled hit the ~ key again and type in exit. It should close the game out.
Restart steam. And run the game it should be fixed.
