Yeah, you gotta do it in the new game mode and take the parched lands path when presented a choice of where you want to go next.

Ive done it pretty much every where. I havent done it in the new gamemode. Maybe it has to be a certain level?

Local Arena is unlocked through story progression of Lost Civilization Mode.
