Council Guard are notoriously mute, either by some mutation or because they are biologically incapable because of severed tongues, etc. This is so that they are physically incapable of giving any of the Council's secrets to anyone. Not that they would, Council Guard are freakishly loyal, even by non-skaven standards. Some theorize their fear of the Council is so tremendous they would never betray them even to their own death, and that this fear is so intense it is what caused their fur to turn white. Though it is more commonly accepted that Skaven must be born with Albino fur as to be inducted into the Council Guard in the first place.
