Lucky charm is probably something like +10% (random number example) drop chance on opening a box, or you can see how thievery scales up via weight and value in game itself, those can just scale with level based on their existing scaling system.
Thieving just scales up per point, as a counter example - so some definitely benefit.
Lucky charm is a bit of an odd one because you can't really quantify the value it gives you (You have a maximum thieving number in both weight and value that increases per point, likewise loremaster can unlock higher levels)
If I had to guess I'd assume it has a like % chance to fire that's increasing behind the scenes with level, but its hard to tell purely from the game itself as that value isn't visible.
