first u need to go to the port with all the shipment containers go to the front of the boat at the dock to get the grapleing hook and then go to the other boat in front of the one you are at and grapple on it and at the bow there will be a fan press R on keyboard or B on controler to drop the grappler and touch the fan now go around and have fun
