TTT Stop propkillers admin tool

Descripción
Admin tool for TTT to disable prop carrying for prop killers

To use it
Simply type in chat !propkillers or type in console propkillers.
Everyone will be able to see the prop killers list, but if you are admin you will be able to forbid and reallow prop carrying.
Players in the list can still carry ragdolls (especially bodies).

Optional configuration - these are ConVars that can be edited in garrysmod/cfg/server.cfg or directly by typing in server's console
Admin rights:
   They are compatible with standard groups (settings/users.txt, ULX and others) and Evolve ranks
   Default values are empty, which means that the matching operation is allowed for all admins.
   • ttt_propkillers_canadd - Allowed groups to add propkillers to the list, separated by a semicolon.
   • ttt_propkillers_canremove - Allowed groups to remove propkillers from the list, separated by a semicolon.
   • ttt_propkillers_temp_canadd - Allowed groups to temporarily add propkillers to the list, separated by a semicolon.
   • ttt_propkillers_temp_canremove - Allowed groups to temporarily remove propkillers from the list, separated by a semicolon.
Others:
   • ttt_propkillers_private - Only send notification to admins when adding / removing propkillers. (default 0)

Bugs
You might have problems while deleting players from the list. On Windows it may be caused by buggy NTFS permissions (see also UAC) or anything of this kind. Tell me in the addon's forum on Steam if this happens to you too. Try to reinitialize the permissions of the whole garrysmod\data folder and be sure that you added the proper user with full control; try to explicitly add the user who run the game in NTFS permissions.

When we add some people to the list of people that can't carry props (permanently or map only) they'll get mad and start RDMing making it more work for us. Limiting it to only the person adding them or staff only would make this less of a concern.

No, it only affects the magneto stick from the TTT.
