This one is for you risk takers:

Delete the following files:

Startup.swf
Startup_original.swf
StartupNV.swf

Location:

"Where You Have Steam Installed"\SteamApps\common\Batman Arkham City GOTY\BmGame\Movies

If for some very very...-very strange reason you miss seeing the logo sequence you can restore the files by verifying the integrity of the game.

it worked, until the game itself stopped launching, i did the same with Origins and it also stopped starting when i try to launch it. even after i restored the them it still won't launch

Wow this is the best. I hate those logos in the beginning. This takes you right to the start. Also works on Arkham Origins except there was only one out of the 3 files there that needed to be deleted. The other 2 were missing to begin with. All you need to delete is Startup.swf. Thanks again!
