Togepi joins the fight!

This is a mod based on an old Smash 4 Mod I made which changed Jigglypuff into a combo fiend, and Togepi in Rivals is no different!

Utilise 5 whole double jumps to knock your opponent offstage, and finish the job with your choice of 2 semi-spikes.

Still to come:
- Non-default alternate colours
- More suitable sounds
- A good taunt

Moveset:

Explosion (Up B): A slow to start but very powerful explosion. Great for edgeguarding!
Double Edge (Side B): Dash forward and slap your opponent not once, but twice.
Rest (Down B): Don't worry friends, this has a far longer startup than the rest you're familiar with. Good for catching bad defensive options
Yawn (Neutral B): Briefly stun your opponent's with this powerful projectile!

Up Air: A semi-spike where Togepi spin kicks above and infront. Great for resets
Forward Air: A more powerful semi-spike, ideal for closing stocks
Back Air: A swift kick behind Togepi. Very good for juggles
Down Air: A quick swipe below Togepi. A good combo starter
Neutral Air: A 3 hit spin attack. If you haven't used a double jump, you can cancel it before the strong 3rd hit comes out for big combos.

Forward Tilt: A kick forward that hits your opponent behind Togepi. Great for combos into...
Up Tilt: A 2 hit kick behind Togepi. Get your juggles started!
Down Tilt: Hits your opponent behind Togepi at a shallower angle. Great at higher percents
Jab: Togepi checks your creps. Do you have drip?
Dash Attack: Togepi falls flat on their face. Good for starting juggles

Forward Smash: Togepi uses it's mysterious psychic energy to conjure up a powerful Psyshock
Down Smash: Togepi slams the ground with both hands knocking upwards
Up Smash: Togepi does a thing that looks weird but also cool.

Known Issues:
- Dash Attack hurtbox is incorrect (not too far off for now)
- Side B and Forward Smash can have issues linking all the hits in situations where they really should hit
