Description
This mod adds a new project to the World Congress focusing on Espionage. It Represents Civilizations trying to coordinate their Intelligence Networks for mutual benefit without having their network be compromised.

The Rewards:

Bronze: 1 Production from Constabularies and Police Stations

Silver: Spies gain a permanent rank up (They will still start from rank 2 instead of 1 even if they just died and came back)

Gold: Gain 2 Spies

Can be started once Printing Press is discovered. (So as soon as World Congress is unlocked.) Costs as much as the World Fair per civilization. Feedback Welcome.
