All you need is a simple .lua text file with the following line in it
NDefines.NOperatives.MAX_RECRUITED_OPERATIVES = 25;
The file should have a name other than "defines.lua"; perhaps ISSU_defines.lua
then locate it in the common/defines folder and you're good
Anyone may update the mod file where it sits on their computer. To find it you look in the steam workshop files
For example, on my rig I go to
D:/steamlibrary/steamapps/workshop/content/394360 (that is the HoI4 folder)
the folder you need to find is called "2008308819" and hovering your mouse over it might display some of the file content names including "...spy_slots"
In case you guys don't want to wait for the author to do this; and in case the author doesn't want to do this.
