No Class Requirements For Breakthroughs

Did you know that some breakthroughs require you to have specific classes? This means they can't show up if you aren't using the vanilla classes.

By default, will strip Class Requirements from all breakthroughs that have them (and will log which ones it did). There is a config array for ones to skip if you so desire.

There is also a config array to strip class reqs from other techs that aren't breakthroughs, in case that's a thing you need.

As a side effect, If the class requirements are removed from the ones associated with resistance factions, the other factions may offer them as a covert op reward. If you're not using multiple faction hero classes, you may want to skip the autopistol, vector rifle and bullpup ones.
