In the USSR, temporary barracks were one of the main types of workers ' housing until the mass housing construction of individual apartments began in the 1960s.

Just go to your Steam workshop folder.
Open 584150 - This is the WRSR workshop
Search for 1982064747 -This is the folder for this MOD
Open BARAK
Open building.ini with Editor.
Select a new line and put $HEATING_DISABLE to the file.
Save and the next time you start the game it is available with the new feature.

I even changed the first line to $NAME_STR "Wooden Barrack" for easier finding in the MODs
