Make SURE it's not severely outdated (none of the mods) and that they're compatible. Never use two mods that overhaul the same aspects of the game (e.g. weather or battle maps) together.
Run the CA tool to start the game, click on "Mods". Make sure all mods you want to run are activated there before you hit "play". Leave the order of mods at default.
If you get into using mods, switch to the free WH2 Mod Manager by Kaedrin as it's much better than the CA launcher. Check out "collections" on the Steam Workshop for big compatible mod lists (if they're up to date). A great "one-clck" alternative to tons of mods are the SFO or Radious overhaul s- lots of mod/content/fun and everything fits together without hassle ;)
Good luck <3
(Note: i testé withtout mod and with that do the same thing and even all faction have the same thing like me so that look like everyone Can have 3 army in 3turn)
