No, the recipes obtained from the manuals correspond solely to those known to the respective races in vanilla.

Say for the Floran crafting manual does it include the Floran Survivalist Set as well?

I don't have FU or any other large modpack installed and the novakid armors still do not seem to be added to the menu. Until this is fixed I suppose it's back to hunting for novakid settlements to buy the armor.

I ran into the same problem, only issue might be the graphics change (missing image details) or RPG growth that would change it so I didn't get the novakid armor. Possibly something else, but it was that way with all version of the anvil including the full updated version.

I got the weapons, clothing, but none of the armor sets.

I do not have any mod that alters vanilla recipes, only mods that add recipes, and I'm getting just the novakid weapons, but not the armors.

If FU touches vanilla .recipe files, I think you've found the issue. All this mod does it give you an item with a "learnBlueprintsOnPickup" array bound to it, so it's probably teaching the vanilla recipe instead of whatever the modded recipe is. If you know what .recipe files FU uses for the tiered armors, I should be able to throw together a patch / alternative. In any case, I appreciate your taking the time to help troubleshoot.

After a month of testing, I think I know what's causing the issue. Frackin' Universe (FU) general anvil is not the same as vanilla's anvil (probably, just a rough guess). When I bought the manual for the Novakid, only the armors are not listen in the anvil despite seeing the blueprints got unlocked in the list. The rest of Novakid's themed items can be crafted. (clothing, guns, etc).

To make it clear, in vanilla, there are two sets of anvil; the Novakid's and others. In FU, these anvils are replaced with FU general anvil (the Novakid now uses the same anvil as the rest); the list of items that can be crafted are not similar to vanilla's. So, maybe this is the issue?

Oops my bad, it was Blue Moon's problem. I think maybe it's because the Novakid has a different anvil? I mean their weapon set in the anvil are guns instead of melee weapons like the rest of the vanilla races.

I'll try to deactivate some of the smaller mods to see if I can reproduce the issue.

Any further information on this issue is appreciated. The Novakid book uses the same template as the other items, so I have no dang clue what's going wrong.

I am now facing the same problem as A16BitPotato; the Novakid crafting manual did not unlock any recipes at all. The manual for other races are working fine. It may be due to Frackin' Universe, or Elithian Alliances, but I cannot give it a try for now since my data usage has a limit.
