I got bug when at level 25 and finished quests, I got blocked entrance to Cat gear - safe.

So this is a solution

If You can not open console with ~ or @

1: Changing Game Config

make sure The Witcher 3 is closed,
then navigate to the game's directory:

Go to:
../The Witcher 3/bin/config/base

When in the base folder, open the general.ini file with Notepad
-> open with - select -> Notepad.

- paste in the following text:
DBGConsoleOn=true

save the file.

now lunch witcher 3 and load Your save,
You can open console:
in game open by: ~ or @

You can use teleport command if You have bug with some doors like me,
try to find a coordination with this command
