If I had to guess it would've been so that when the official mod was updated, there wouldn't be any weird conflicts with the patch mod. My server auto pulls mod updates from the workshop so if earth city biomes was updated i could have easily missed it and had both it and the patch installed at once accidentally.
I'm still busy with that work I mentioned in a previous comment, and will be for another 4 or so months.
Naturally you're welcome to convert this into a patch mod instead, but I don't personally have the time for that right now.
If anyone else wants to try then i'd suggest they look at adding the city planet as a satellite rather than a primary planet, as this will allow you to specify the chance of it spawning. I wasn't able to see how to do that with a regular planet.
