re: making all the factions playable - the ingame faction selection list only supports 20, so you have to leave one in the unplayable section, otherwise the rebels wont appear. And the rebels are the best faction!

But when you start a campaign with SPQR never open the senate menu it will cash your game

cut and paste everything into the playable list
