First of all, there are 2 methods to installing mods: First and most popular method used by modders is the drag and drop installation, and there are .e4 mods. I will divide this into two sections below for specific mod types

Installing drag and drop mods:

1: Find your mods folder in your Emergency /911 First Responders Directory (probably something like ([insert hard drive name of where your game is located here e.g D, E, C, etc] > Steam > steamapps > common > EMERGENCY 4 Deluxe > Mods)

2: Extract the mod using Windows by right clicking and selecting "Extract All" for .zip files or 7zip for .rar files and the rare .7z files or Winzip for .rar
(Note: Windows 11 users must click "more options" tab to use "Extract All")

3. Take the extracted files and put them in the Mods folder in the Emergency /911 First Responders Directory (Note: Your mod will not work if you do not take the file out of the folder you just unzipped)

4: Your done. Go to the "Inserting the Mod into your game" for further information.

Installing .e4 mods

1: Click the "Play" button on EM4 in your Steam library

2: There should be an option to open "Mod Installer" under menu options.

3: Look for the desired file and click the install button

4: You should have it installed. Now, check the "Inserting the Mod into your game" for further information.

How to insert the mod:

1: Launch the game

2: Go to the mods tab in the main menu

3: Click the mod you want to insert in your current game and wait half a eternity (This is normal if it seems to freeze for a period of time)

4: Once if pops back to the main screen, you are done. You can open a free game or campaign and your mod should work.

If lights do not flash and instead you see white squares, your probably missing corona's and refer to the readme.txt in the mod file for additional help

If your game crashes, its either a conflict with game addons like the corona mod or your mod doesn't like your hardware :]
