Tldr: This mod randomly gives AI countries a level 1/2/3 buff or nerf.

In EU4, which countries do well are often the same. At the same time, a player will often lack meaningful rivals because the ai will be unable to compete with them. Major nations will also usually avoid conflict with each other due to being of similar strength. It's time to add some variety.

With this mod, shortly after game start, all AI nations will randomly get either a level 1/2/3 buff or nerf. (Specifics can be seen in the last screenshot.) The modifiers are significant enough to create a few unusual scenarios around the map, but not so over the top that they are the only thing that matter. You can still see nations with the highest nerf do well, or nations with the highest buff perish. But the end result is unusual map painting happens more often, there is less of a stalemate between major nations, the player will have clear rivals that can do a better job of keeping up with them, and institution spread is made more interesting now that it is more affected by which nations it is passing through, not just the area.
