while I understand why the single jump was done, it makes the fighter completely non-viable in anything approaching a serious match. I'd suggest instead giving him a double jump and making a sandstorm in a bottle his recovery, which as a bonus would serve to buff his ability to recover vertically.
As for move suggestions, maybe make the neutral special a bow and arrow that can be aimed before firing; hold down the special button, aim using the control stick, and let go to fire(obviously he wouldn't be able to move during it).
Also, I'd like to see a female variant? And fix his skin color as well since it looks weird to have him completely white. I'm sure you're already working on that but it's worth mentioning.
Overall though I very much like the direction the fighter is going and I cannot wait to see how it goes!
