Okay, but the point being made is that's how the guide reads. None of us are mind-readers, we can only interpret what is there to be read.

Yeah, that's exactly what I'm talking about. There's a reason why gun turrets are not (typically) the turret of choice for Deathworld playthroughs: they aren't cheap, flame has similar reliability, and laser's reliability can be addressed or a non-issue depending on the situation. If gun turrets were superior to the degree you (seem to?) suggest, they'd be way more popular at all stages of the game, in the vast majority of scenarios, and with players of all skill/experience levels.
