I would like to see your screenshots in the comments.

If you place the building it will have only window lights (in the cube) and helicopter warn signal lights.
For a individual light combination you will need the following mods and place the lights yourself:
More Beautification, Move It, Prop Snapping, Prop Anarchy.

Some parts are improved.
