Adjust to Equality Gender

I made this mod in order to be more historically accurate (in my opinion). Principally, I wanted to adjust the tribal comunities in the game, but I had to focus on the way to be equality and its repercusions.

On the basis of my personal readings I think none of the tribal communities were full gender equality, but they had differents roles according to the gender and anothers considerations about gender and social status. I couldn't programate everything that i want, so I won't deep on this. The changes are the following:

( 1 ) Disable equality gender on Iberian & Britannia countries
( 2 ) Change the mechanic of enshrine equal rights decision

- Requirements for decision:
* The current ruler have to have 7 or greater charisma
* The country need 200 oratory power at least
* The country need 50 stability or more
* Mixed gender rules activated on lobby (essential)

- Effects of decision:
* Lost of 200 oratory power
* Lost of 25/30/35 stability (being tribal/republic/monarchy)
* Add modifier to increment social unrest by 1 (5 years)
* Add modifier to increment political unrest by 2 (20 years)

I wanted to make this different depending of the goverment and get a serious repercusion according to the time, but I'm not historian or similar so I don't know how to change this to be really accuracy (but I think it's more realistic and interesting).
