This is a rotating surface movement radar prop (Airport Surface Detection Equipment) that you can plop on top of your Air Traffic Control towers so that your cims can keep the ground traffic safe. Safety first!

The Lod doesn't rotate. A good thing I believe. I'd keep getting distracted by it.
