guys in the spawn menu just MAYBE try typing officer because me when i did it appeared to me so just maybe take a try

Make sure you don't have any custom skins for Team Cap since they are not compatible with this addon.

Just tested it out - it works perfectly.
Are you sure you are using Color - TF2 Paint tool in Render category?

i tried to paint the hat and nothing happened

It's just a retexture. Default colors aren't replaced until you paint the hat.
