Each dominion inf gives you about 0.9 of what you need, and each cav gives you 0.25. It's easier to send the inf to stack on the capital provinces and get the rest of the way with one or two of your own divisions. The cav needs 4-5 to equal the manpower of 1 inf so you basically have to stack them all on one province, so probably easier to ignore them.
you can also use training and Service Overseas to get 10 or so xp which means you can drop two more infantry into your divisions to get you over the line if things are tight.
Doesn't work; it won't correctly distribute units (Dehli, for example, where you need 10)
and some states that ned units don't have VPs to defend (EG; Saskatchewan, Canada)
