I replaced some other prop chairs in the series for this very reason (there are other prop chairs where cims sit incorrectly). Frustrating to hear that these do it, too!
In my City the cims use the front right hand quarter correctly, but especially on the left, they are sitting face away from the table. Also sometimes a cims sits mid air in front of this area. But i love it anyway. Endorsed and used. Thanks, mate.
Main Menu, click Editors, then Asset Editor, Load, pick one of the cafes and start moving stuff around, changing decor... then save it with a new file name and tadah! You've got your own that you made yourself! :)
