[<1.11]Usable widths on default templates

This mod changes a lot of default game templates to better combat widths.
Standard infantry 18 width divisions got increased to 20 width.
Standard armor divisions get 20 width with a motorized/tank mix.
Colonial divisions are rounded to the closest/most balanced width amount.
Some awkward divisions like 22 and 24 width infantry were "fixed" and lowered to 20, these were mainly US and Japanese ones.
Some cavalry and special divisions of 12 width were cut down to 10.
I increased a bunch of micro-divisions to 8 width, for garrison I think they are too small to be able to be properly used.
Abnormal tank divisions like mixed tanks and infantry were kept intact.

(Supply of spawned divisions is 100% for most of them upon game start, countries who now have more used manpower should not have issues keeping the units supplied with the small buff of some templates.)
