Part 2)
All you need to do is
1) change files and directories to match your computers and save
an example would be changing the C directory to your corresponding drive letter directory
(for reference the $PackageDirectory should contain a brewed pc folder and follow the same directories as your installs brewed pc folder)
after that is all done make sure your steam is on and logged in then run the .bat file to upload your workshop content. you'll most likely need to change the privacy on the workshop item to public upon reupload

Also to upload from a different directory you can upload by using cmd and loading the workshop tool directory. i.e. or make a bat file like below and place these files in documents/mygames/killingfloor2
