Answering your question - 'Low Latency Mode' is currently 'lesser than 1' max pre rendered frame.
In the past, you always wanted to use 2-3 max pre rendered frame for Single Player games, to get more 'smooth' effect, increasing a bit input lag, sadly, and 1 for online competitive games.
What's the rule now then?
Almost the same, but in general using 1, or lesser than 1, pre rendered frame in era of PC setups that can hold 144-240 fps with 144-240hz screens, is like pissing to your own bed.
You know your setup, you gotta test what's the best for you.
Also, keep in mind that PUBG currently have huge performance problems, it's patch and server releated problem that's being investigated.
