Otherwise create trading fleets than go from places producing goods to ones that need the goods. For instance, those that produce hemp to those that produce rope but don't produce hemp. You can also have a fleet that for instance goes to each town supplying e.g. dyes and always buys surplus. Then you control the distribution and if patient with large enough storage you can wait until it runs out everywhere else then make a nice tidy fortune.
Raiding treasure ships can be very rewarding but I tend not to bother, personal choice.
