The complex run just fine. Most random shacks near to factories are non employee indicated by the fact they're broke.
I usually fill up the space with parks. I wish they're free.
Building every settlement near to the industrial complex have a lot disadvantages.
One quick glance is the space inconvenience.
Your slavs need home, food (groceries, mall, or gourmet restaurant), at least chapel, and at least clinic. More coming if you care about fire, entertainment building, police, and military. We can't tell them to life like a Gopnik. Like 5 ways to eat instant noodle.
About #2, i wonder if we can tell the game not to export certain item?
I stocked uranium from raids only to realise they're exported immediately.
