What we need?
What you need is a Abduction Gun.
How we do it ?
1. take Abduction Gun from any Friendly Fire shop.
2. Go to the Tower.
3. Shoot near you from Abduction Gun.
4. Go into that spot.
5. Wait until you're not start falling down.
6. Go to the higher spot that you can.
7. Enjoy few rep points, cash and clusters

Video is making on Polish version of Saints Row IV, but buttons are in same place.

I found the fastest way to do the towers was to use the UFO that was at the top of one of them, and then fly to all the other towers.

Hmm, Id suggest fully upgrading it first.
But that way you ought to miss out on quite some Clusters.
And in order to get them you would need to complete the tower in reverse (which is more or less equally boring than doing it like you are supposed to do).
Also, do you even english m8 ?

or the simple : get a helicopter and go to the end of the tower!
