Leader Ability - Virtue The Glorious

1. One Diplomatic slot in the current government is converted into Wildcard slot.
   
2. From each tributary, gain extra +1 Influence and +1 Diplomatic Favor each turn.
   
3. Established Governors grant the city extra loyalty for their earned titles. Your units gain +1 Movement and incremental Strength from your city with an established Governor within 6 tiles.
   From 1st to 6th title the governor with the most promotion, grants loyalty, and combat power in the order of 1, 1, 1, 2, 3, 4.

Welcomes and respects civilization keeps friendship with other major and minor civs, highly praises action protects city-states. Detest betrayal and surprise-war, extremely hate civs try to conquer city-states or encroach religion in his territory.

   Has +4 combat strength in defending, gains +4 defense Strength against ranged attack.
   
2. Paving
   Enable adjacent friendly units ignoring movement punishment from terrains and features. Share movement to escorted units.

Unique Governor - Priminister The Peerless - ZhugeLiang

Unique Governor with versatile capability in national affairs, takes 5 turns to establish and provides +8 loyalty.
ZhugeLiang has a title tree of 1-2-2-1 stage-structure and his might is comprehensively powerful.

1. Title 1 (Basic) - Omni-Forespection
   +1 influence point per turn, could be assigned to city-state as 2 Envoys.
   
   
2. Title 2 (Lv.1 - Left) - Logistics Engineering
   This city receives +1 food and +1 Production from each Trade route that starts or ends here, while starting cities receive +1 Culture and +1 Science from each International Trade route they send to here.
   
   
3. Title 3 (Lv.1 - Right) - Art of Eight Formations
   This city gains +8 Garrison Strength, +8 Outer Defense, +8 Ranged Strength. Your units within 6 tiles of this city gain +1 Movement.
   
   
4. Title 4 (Lv.2 - Left) - Yoeman
   +1 Food for each plot with Farm, Plantation, Camp, Pasture, +1 Production for each citizen in this city.
   
   
5. Title 5 (Lv.2 - Right) - Machine Crossbow
   This city gains extra +1 Ranged Strike charges each turn.
   All military units with Ranged or Siege combat power trained in this city receive +1 attack charges as permanent extra ability.
   
   
6. Title 6 (Lv.3) - Code
   Your cities within 6 tiles are always loyal. Enemy spy operates at 1 level lower in your territory, and at another 2 levels lower in cities with established Governor.

Configuration Changes

18 city names, 18 mountain names, 9 river names added into Object name list of China Civilization, which are from related geography of real-history ShuHan.
13 citizen names from ministers and generals of ShuHan added.
As Heroic King the Glorious of ShuHan, LiuBei starts with capital name "ChengDu".
