@European: If you use "Realistic Population & Consumtion" Mod, it overwrites all residential low buildings to only have 1 flat.

This asset is perfect being a RICO building, since it is planned en-masse development, and not a private house, and is meant to be placed manually as a housing complex, and not as an occasional growable house.
